The Veterans Benefits and Services program is a cornerstone of the United States' commitment to its military veterans, established to provide essential support and compensation for service-related disabilities, healthcare needs, education, and housing assistance. Its fundamental purpose is to honor the sacrifices of service members by ensuring they receive the care, recognition, and opportunities necessary for a successful transition to civilian life and continued well-being. Success is measured by the timely and accurate delivery of benefits, improved health outcomes for veterans, enhanced educational attainment, and stable housing, ultimately contributing to their economic security and quality of life. Key agencies, primarily the Department of Veterans Affairs (VA), steward this mission through a complex network of healthcare facilities, benefit administration offices, and educational support services. Major program streams include disability compensation, healthcare services, GI Bill education benefits, and home loan guarantees, all designed to address the unique challenges faced by veterans post-service.
The problem
Referral handoffs delay access to purchased care. GAO identified weaknesses in community-care scheduling, wait-time monitoring and contractor-network oversight. Money committed to outside care does not produce timely treatment when referral and scheduling handoffs remain unresolved. Scope: Veterans Community Care; other veterans benefits are separate.
The solution
Give each overdue referral or claim a staff member responsible for finishing it. Track whether appointments actually happen and require providers to correct missed service promises. How this helps: Veterans get fewer handoffs and a clearer route to the care and benefits they qualify for. Protect people: Keep necessary care available to people who qualify. Check waiting times and mistaken denials, and let people challenge errors. Measure success: days to a completed appointment, overdue claims and access to care.
Provides eligible veterans with benefits, care and assistance, including administration of claims and delivery of services.

From tracking spending to demanding receipts
Today’s reporting can show spending without a complete trail to the final recipient or proof of delivery. Help close those gaps, strengthen checks before payment, and reduce opportunities for fraud and abuse.
