Why FY2025 federal spending totals disagree
A federal spending total needs three labels: the period, the accounting measure, and the records included. Without them, two accurate numbers can produce a misleading comparison.

The useful join is the fiscal-year parent
The September 30, 2025 API response contains both FY2024 and FY2025 groups. A filter on the reporting date returns the whole table. Even the record_fiscal_year field is 2025 on the prior-year group. Selecting the first “Year-to-Date” label can therefore select the wrong period.
Our calculation first finds the top-level record labeled “FY 2025,” then selects its “Year-to-Date” child using parent_id. In the retrieved response, those identifiers are 57117991 and 57118041. The identifiers belong to this snapshot; future refreshes should locate the labeled parent and follow the relationship, rather than hard-code them.

What this does and does not reconcile
ImpactLine’s federal page currently describes a different series: gross outlays assembled from USAspending account data. The Treasury MTS headline and that gross series should not be substituted for one another. This article does not establish a record-by-record bridge between them, or explain every dollar of their difference.
GAO distinguishes budget authority, obligations and outlays. Permission to commit funds, a commitment, and a payment answer different questions. An outlay in a given year can settle a commitment made earlier. “Funds available,” “awards announced,” and “money paid” need separate columns.
Before making a chart, write the series name next to each value. Ask whether it is a fiscal-year flow or a balance, whether offsets are included, and whether all records use the same coverage. If those labels differ, keep the series separate until there is an explicit reconciliation.
